New York University Abu Dhabi (NYUAD) seeks to appoint an Associate Chief Administrative Business Officer for Facilities Services and Real Estate Operations reporting to the Chief Administrative Business Officer.

The Associate Chief Administrative Business Officer for Facilities Services and Real Estate Operations (Associate CABO) is responsible for providing the highest quality, environmentally sustainable, teaching and residential environments possible for faculty and students to live, learn, and work.  In this capacity, the Associate CABO is also responsible for oversight of NYUAD’s real estate function, championing community use and commercial opportunities. 

The Associate CABO provides oversight and direction for on-campus space planning. Serving as the steward and champion of NYUAD’s aesthetic and space plan; promulgate space planning and usage guidelines for the university and strategic coordination on space requests and optimal space utilization.  Develop the overall facilities program management and capital planning process to ensure the academic mission is realized through the effective use of physical space.

The Associate CABO ensures that the designated areas of campus are operated and maintained in the most effective and creative way to support the academic mission of the university and propel the campus into becoming a prominent center of intellectual and cultural activity for Abu Dhabi, the UAE, and the Middle East.

The Associate CABO is responsible for the seamless functioning and contract management of the facilities and campus operations encompassing Facilities Management, MEP, Campus Planning, Construction Management, Dining Services and Housing management.  In this capacity, the Associate CABO will ensure NYUAD received the best commercial value for all contracts related to real estate operations.

The Associate CABO establishes performance standards and specifications and enforces contract requirements for outside contractors responsible for providing services and/or maintaining facilities that fall under NYUAD scope.  Develop, negotiate, and supervise large-scale maintenance, service-provider, and custodial service contracts related to areas that fall under NYUAD scope.  Develop contracting strategies that optimize service performance and value.

Key Responsibilities:

• Direct the operations, maintenance and repairs, minor construction, and all soft services of all real estate functions including all furnishings, grounds, utilities, structures, laboratories, arts, housing, dining and performance spaces.  Oversee facility services for research labs and performing arts center.   Give technical assistance and advice on facility-related issues.  Inspect, investigate complaints and resolve issues related to facilities and construction management.  Establish governance and oversight standards for outsourced facilities services
• Oversee the NYUAD’s space planning, design, and construction management program.  Direct the development of capital budget including project management policies, post-project and client quality assurance reviews.  Serve as the steward of NYUAD’s aesthetic vision.   Lead the development of campus expansion and real estate acquisition.
• Lead commercial negotiations for all contracts related to Facilities Services and Real Estate Operations 
• Represent NYUAD at the Real Estate Committee.  Ensure NYUAD’s compliance with relevant portions of the Management Agreement and the Campus Use Agreement and promote NYUAD’s rights thereunder.  
• Promulgate engineering standards and policies and provide leadership for NYUAD’s lifecycle.
• Work closely with the Director of Sustainability to promote the most environmentally sustainable campus possible
• Ensure NYUAD complies with its obligations, and advocate for NYUAD’s rights under the Management Agreement and the Campus User Agreement.  
• Oversee NYUAD’s community use responsibilities articulated by the Campus User Agreement and partner with NYUAD’s landlord to maximize utilization of areas identified for commercial use
• Develop and implement departmental policies and procedures and identify and manage departmental risks

Required Education:

• University degree in Engineering, Architecture, Construction Management

Preferred Education:

• Licensed Architect 

Required Experience:

• Minimum 15 years’ experience in engineering design, facilities management, construction management and campus operations in comparable positions, preferably with an established international education institution
• Extensive experience in managing diverse groups of employees in a wide range of occupations
• Extensive experience managing contractors and their employees
• Experience managing environmental, health and safety organizations
• Extensive experience reading codes, blueprints, construction documents, specifications, reports, drafting RFIs and RFPs
• Experience with the design and construction of electrical and mechanical building systems
• Problem solving with architectural/structural/electrical/mechanical/plumbing/fire protection building systems
• Ability to be strategic and yet be able to plan and execute at a detailed level
• Extensive experience in engineering design, facilities and project management and cost estimating
• Resourceful, creative and strong problem solver with solid leadership, relationship building, collaboration, and teambuilding skills
• Ability to negotiate conflict, build and maintain constructive working relationships with people at all levels of an organization
• Capacity for flexible thinking with excellent judgment, initiative, and accountability
